I wonder if pugs don't do it for the attention sometimes (what do you mean you don't eat carrots? CALL THE VET!). I do have to remind myself often that no pug will ever starve, EVER.
I agree with the others and think he's just "testing" you LOL! But why not divide both meals in half and mix them together? That way he would have his nummies for both breakfast and lunch!
