Hi
I have a 12 week old and I'm not free feeding. I'm feeding him 3 times a day. My question is do I give him water three times a day or should he always have water available? I read somewhere that when your potty training you should limit fluids? Yes/No?
Always have water available. He will generally drink after meals but will also want to drink after exercise or if he gets hot or otherwise thirsty.
Make sure the water is fresh - I find mine need to have fresh in the morning and then have the bowl rinsed and replenished after their evening meal.
Some people advocate taking water away at night whilst potty training; I personally think that's not a nice thing to do. I'd rather deal with a pee accident than think my babies might be going thirsty.

I also always leave water down....
However...I cage at night next to my bed. My adults don't get off the bed to drink....so I don't put water in the cage either. I do during the daytime if they are crated for any length of time.
Please always leave the wee one water.
When Scooby was that age he always had fresh water down in his bowl and also a water bottle attatched to his crate.
After his night time potty (about 10pm) we'd come back in, he'd have a big glug of water and then pop him into his crate. We took the water bottle away from his crate at night time and he always just curled up, went to sleep and slept through the whole night, (until 7am). The odd times I forgot to remove the water bottle I regretted it as he'd wake me up at 3am / 4am. We still do this now and he doesn't seem bothered by it.
Although, it might be a bit different if you live in a hot country. It's always quite cold here so I never worry about him dehydrating.
