I would spay her. It will elevate the chances of mammary cancer and the chance of a uterine infection each time she goes into season (this can be deadly) Spaying is a relatively easy surgery as long as you have a good vet that understands pugs and their breathing.

I second the advice to get her spayed. It sounds as if she may have her first season soon. If you can get her done before this happens that would be ideal. If not you will need to be very careful that no male dogs can get to her whilst she has her season and then have her spayed a month or so (I think) after that.

I don't know if you have a problem with roaming stray dogs in India but I am sure there must be some, as this is the case pretty much anywhere in the world. It would be very dangerous for your girl if she had an accidental mating, particularly if a large male was involved. Males are very determined to get to a female in season so I cannot stress enough just how careful you have to be if she does have a season. If you have a fully secure garden you can let her out but even then I would not leave her unattended there even for a minute and I certainly would not be risking taking her out, even on a leash.
