What makes me sad is in all reality....this old man will probably end up having more puppies unless he gets his dogs fixed.....I have seen it before. A hoarder CAN NOT stop their actions without serious psychological therapy....he may say his son comes to help him out, but sadly that just may not be the case. Based on the conditions you described, I would still make a call to DHS to investigate his living conditions and possible animal control......it is hard to get involved, but it may be the best thing for this poor man and the dogs he loves.
