You do need written permission....nothing verbal.....If one person is against it...don't do it! They can cause all sorts of problems and you'll never be happy there again!
Just be open and honest to the people on your lot, and explain you are thinking of making an addition to your family. Let them know that you are willing to make some concessions; eg. having the dog leashed, in the cabin, or in an X-pen at all times; ensuring he isn't barking excessively; picking up after the dog every time he goes.
A little bribery never hurts. :) If they agree to allow a dog, have your pug deliver some home-baked goodies to them the first time you take him out to the cabin. Everyone will get to meet and pet the pug.The pugs love attention, and they will think that your dog adores them.
