I'd like to announce that Chloé is getting a lot better with this issue.
I started when I see someone coming, I'd wait til she noticed than I'd stop and step on the leash so she couldn't do it if she tried and just got her to sit and get a treat, as long as they passed and she stayed focused on me. She's got a lot better, if she's calm on our walk no problem, if she's a bit excited she may try but I just continue to do it over and I started using 'leave it' as well.

That's great news! Sounds like you're on the right track for her!

Scruffy is a car chaser, never off the leash, but we do walk nightly, a firm no gets her attention but hasn't stopped her. She is always on a short leash. Can.t do those pully leashes, I think I am uncoordinated!

I would also try using a front clip collar. Pug lunges at strollers. Another thing you can try is as the runner is approaching and you see your pup first look at the runner pop a treat in to her mouth. Don't use the the treat to distract her place it in front of her nose so she smells it to eat it. Do that every time you two see a runner and she will start looking at you instead of the runner. It's called classical conditioning and it has worked REALLY well with Maize and other dogs. She was super fearful of other dogs so EVERY single time I saw her look at another dog I would put hot dogs in her mouth now she looks at me instead of the other dogs. I also do it when we pass people. It's a great way to get their attention focused on you.

    Hi,
It is prey drive. It's just what's left of the instinct used for hunting for food.
Clementine has it, and I have been working on "watch me" command when on walks. We are still working in waking nicely on leash. This might be her main distraction. I recommend working on the "wait" command, just in case she ever gets in a dangerous situation.

Thanks for the responses but Chloé is much better. We first started by just stopping when something approaches that she wants to lunge towards. I get her to watch me, and than if she doesn't pay attention to the passer, than she gets a treat. She's better now and doesn't do it. And before we cross the street I talk to her about a treat and get her to sit and usually I can talk and say we're going for lunch or whatever and all focus on me.
She's MASTERED the 'come' .... anywhere we are or anything, if I yell it or say it or even whisper it, she'll come to me and just sit. :)
