Wee wee pads

Chunk is 13 months now we got him at 7 months . Within a month he was doing his business outside...but then we got him neutered and everything was reversed. He wasn't going outside anymore so we trained him to go on his wee wee pads. For the most part he is really good about doing his business on the pad even when we visit family and has been going on it for a few months now. But the last few weeks I have noticed that he would pee right on the edge of the pad and get it all over the floor even if it's a brand new pad. Is there a reason he's doing this ? How can I correct it ? And if anyone has any advise on how to get him trained to go outside again? We had tried for so long after this procedure but he wants nothing to do with going potty outside bc the minute we bring him in he would go on the pad.

What if you took the pad outside? Then when he goes on it outside reliably, make it smaller and smaller till it disappears.

Yeah we tried that .. Didn't work out as well :(
