Just so you know (if you don't already) LOTS of dogs will cower from a hand coming down to their heads. It's considered an aggressive move. No question that your little girl has lots to get over and it sounds like you're on your way with her. It's a long process, but the head ducking may not go away. I know lots of unabused dogs that will cower from an overhead hand. It's one of the things I teach kids in Canine Education--to always pat from below and not above.
I agree. We've had Otto since he was 8 weeks old, and he was raised in the breeder's home before we got him. He's never been abused or mistreated, and yet he will cower if anyone tries to pet him from above. I always tell people to stroke under his chin or the sides of his neck (both of which he loves). He's fine with that. It may be an ingrained response.

I don't have any words of wisdom for you, but I feel so sorry for her. I hope she gains confidence soon.
Well, she has made some progress. My husband has been laid off for three weeks now and she is slowly starting to become daddy's little girl! He said she lays by him all day long!! Of course, when I'm here, she doesn't go by him cuz she's always glued to my side if I'm here. But he said she spends the day attached to him when I'm at work!! That alone is such a big step for her!
