Has anyone heard about this trainer? I did a search on Pug rescue and this came up as one of the results. I wonder how effective it is.

I'm pretty certain this guy is a scam artist of some sort. You can do a search on any breed of dog, and this guy will pop up. Replace Pug.php with Poodle.php (ie http://www.norasite.com/t/Poodle.php ) and you'll get the same results.
