Just posting this here as information for anyone searching for an issue like this in the future.
On Sunday, I found a lump on my 7 year old female Lucy. While putting bag balm around her hoo hoo I noticed that the skin to the right of the vulva felt different than the skin to the left. I started feeling around and it basically felt like a rubbery round ball maybe a half centimeter in diameter. Immediately called and schedule an appointment as I don't like to mess around with lumps or bumps. Here is an image of the lump location https://imgur.com/a/GFihp
Took her in to the vet last night and as soon as the vet felt it the first thing he said was it needs to be removed. Apparently when lumps form near the reproductive organs on pugs, they can be bad. He was also explaining to me that it could potential be a Mast Cell Tumor and if it is and you aspirate it with a needle, it has the potential to make it made and spread.
This morning I dropped her off for surgery. She had the lump removed and teeth cleaned. Lump was sent off for a biopsy and I'm obviously crossing my fingers and hoping it comes back clear!
Please check your pugs private areas for any strange lumps or bumps!! I would have never noticed it if we didn't bag balm her hoo hoo every few days.

Just wanted to post an update. It appears that what Lucy had was a cyst which is great news. I will attach the information that we received from the lab. It's full of a lot of medical terms that I have no clue about but maybe helpful to someone searching for this issue in the future!
