I actually think they can tell the accent. It’s kinda funny when you think about it . I never grew up with animals and therefore I think don’t speak German to my dogs but if I had have animals I probably would speak in german to them. I have some made up words and I use Körbchen for dog bed and the Dachshunds knew Gassi for going to go pee.
