That is what I figured. 1 vote per ISP would really limit the number of votes that could be cast. It's likely a cookie and a IP address check, not foolproof but reasonable to prevent casual cheat.

As total votes goes up, if the mid-atlantic pug count doesn't go up proportionally the % will drop.
